Fuel Leak Down Question

I followed the fuel leak down test under the mechanic section.

When the key is turned to 'On' the fuel pressure goes to 30-32psi and holds indefinitely until I turn the key off at which it very slowly goes down. When the engine is running the gauge reads about 40psi. Is this normal behavior?

The reason I'm doing it is that when the weather is warmer I can smell gas from inside the car so I was trying to figure out if the injectors are leaking.

Also if I drive it for awhile and turn the car off and try to turn it back on within a few minutes the engine will start but immediately start stalling out, it will stay on if I try to crank while pumping the gas...to me this seems like a fuel issue as well.

Any thoughts or suggestions to try? Beyond this the engine runs top notch, was rebuilt 5-10k miles ago.

When you shut it off after you see the fuel pressure at 40 PSI does it take longer than 10 min to drop to say 30 PSI?

Fuel injector o-rings because of poor seating(installation) is the culprit usually.
