Fuel Issue?!

My car idles with all the injectors unplugged......

If i start the car with the injectors plugged in.. the idle drops and is very weak. wtf

the car pulls strong after 1k rpm. but for some reason im getting fuel with the injectors unplugged. Its not the injectors because ive replaced all 4 and the car was doing the same thing before.

I took the car to get smogged and i didnt pass. He said the test said i was running really rich. He also mentioned my Fuel Pressure regulator might need to be changed..

Could my fuel pressure be rediculously high to the point where im getting fuel with the injectors unplugged? How do i adjust it if thats the case?
