Can a fuel injector both OHM out correctly AND have voltage but NOT work?

Yes, if the plunger is stuck mechanically. If it clicks when powered, then no. Keep in mind that almost all injectors are powered constantly and triggered by the ECU grounding them. So just having 12V power doesn't mean it's a complete circuit. You should test by popping the connector and applying external power and ground across the terminals. If it clicks then it's working.
