Fuel Injector Problems 240sx 1990 ka24e

Can someone answer these questions for me:
When key is off should both sides of the injector be 12v?
when key is on should both sides of injector be 12v before start?

Injectors aren't squirting and they do work because i can spray them by hotwiring them. I think I have a short somewhere but can anyone confirm the above questions or tell me how they should work? Both sides of the fuel injectors are hot and stay hot, could my distributor be the problem, I have tried another ECU and it didn't change.

Only one side will be hot with the battery hooked up.When you crank the engine or when the engine is running the ECU grounds the other side to fire them.

Ok so what do you think would be the cause for both sides of the injectors to be constantly hot? Probably a short somewhere?

Is hot on both sides with the injector unplugged?

Both sides of the injector are +12V all the time, regardless of the ignition switch, until the engine is started. As stated above, the ECU grounds one side of the injector to fire it (current flows through the injector coil).

If the injector is unplugged, probing the connector will show one wire +12V, the other will be open circuit (not grounded unless engine is running and ECU is taking it to ground to fire the injector).

Ok cool i understand now. So what would be the problem the distributor or the computer? I have tried both computers to no avail so either my computer isn't grounded right and it thinks it is grounding it when in reality it is floating the whole time or the rotary encoder in the distributor isn't working right so the computer doesn't ever get the signal to ground the injectors. Does this sound right?

Check for DTC codes. That might tell you if the CAS is bad. Otherwise, you'll have to unplug the ECU and check for continuity throughout the harness.
