Fuel Gauge Problem

I've got a weird gauge. I know that I've got atleast a quarter tank in the car, but the gauge reads less than empty. It doesn't just stay there either. I read a hair below a quarter a couple times in about a 10 mile span, but keep going back down. The idiot "low fuel" light doesn't come on either. Any suggestions?

check the plate wire in the back of the gauge cluster. my wires are burnt out in certain spots.
