Fuel fill question

Altima 2.5SL 2010
Always have had issue filling gas tank. At any different gas station I've used the pump shuts off WAY early during fill up & I hear quiet gurgling sound. When I restart the pump it goes another 0.8-1.5gal before stopping.
Is this normal or a fuel system issue (hoses, tank ,etc)?

sometimes happens when you dont create a seal between the filler neck and pump, I've occasionally had this happen to me.
