front pulsating and vibration

i have ruled out the wheel vibration. the pulsing / vibration feels like it could be a stuck caliper.

question is; what are the signs of a stuck / faulty caliper ? if so, how do i test it ?

I'd say it's probably a warped rotor.

The symptoms of warped brake rotors are vibrations which are usually felt only when you apply the brakes. If it shakes all the time, brakes or no brakes, it could be anything. I'd start with rims and tires. I personally have experienced it all. Poor balancing is the easiest. Bent, or "out of round" rims is a possibility. Bad tires which have internal belt separation can cause vibrations as well as bad alignment.

I've had all of those happen. It can also be bad struts... front driveshaft out of whack....

try a tire rotation and see if that makes a difference.
