Front mount problems

Ok, so I just recently switched from a SMIC setup to a FMIC on my s13 redtop sr20det. Installing everything went smoothly exept for the fact that I can't run a BOV at the time ( need to get a flange welded on). The problem is that every time I start the motor it revs up to 4k no matter what I do. I tried blocking off the vacuum line from the BOV to the throttle body and the wastegate line with no success. Tried connecting the BOV line and the wastegate line... nothing. Any idea whats going on with my motor?
