Freshly Rebuilt DE Doesn't Start

So I just finished putting my DE back into the engine bay and wiring everything up, but it won't start. It cranks...slowly, but that's about it. It is probably due to the fact that the battery is barely charged(drawing 9.3 amps from a 10 amp charger), We tried jumping it but iall it did was crank a little faster, still not fast enough to "catch" though. It probably is the battery, but I want to make sure that there could be no other issues that I'm overlooking. One thing, the positive cable is actually 2 cables that I spliced together. The 2 cables are basically wrapped together with wire, clamped to eachother, then wrapped in electrical tape. Kind of ghetto, so that could also be an issue.

Could there be any grounds that I'm missing that would make it not want to fire? I got the 2 on the back of the engine, the one from firewall to valve cover and the one that comes out of the engine harness I grounded to the valve cover. Also the one that comes out of the engine harness near injector #1, I grounded that to my fuel rail. Then the intake mani is grounded to my strut tower, and obviously the battery is grounded to that place near the battery tray.

Check for fuel, spark, and timing. Grounds are important too, but my guess is the timing. Same thing happened to me during the rebuild, and I was off on the timing. But while you got the distributor out, take off the fuel rail and make sure and spin the distributor to make sure the injectors are firing. Then try to reset timing at TDC. Oh, and charge the battery haha!

I have the 96' style distributor and i was using the wrong dot /pin to line the distributor shaft up. I believe it was the pin you had to line up and not the dot that marked the correct side to use.

if its cranking slow it sounds like it a timing issue. reset your timing.
