Fresh SR swap, wont start... intermittant spark

I started my SR swap last November. Its been "complete" since July. I've spent the past 4 months trying to get it to start, to no avail. Im running out of places to look, and my patience is fading fast.

Car is a '98 with a redtop. Wiring specialties harness. Ive replaced the ECU, Cam Angle Sensor, Ignitor Chip, and have reset the ignition timing twice. When I pull a spark plug out and put it in a coilpack to test for spark, I will only see occasional sparking. Yes, I ground the sparkplug to something metal. I could turn the engine over 20 times and see maybe 2 sparks. I tried the same test on a different cylinder to eliminate the coilpacks as the issue, and the problem remained the same on #2 cylinder... intermittent spark. Wiring Specialties swears up and down that it isnt the harness, but Im starting to feel like Ive checked everything else. Im about to just bring it to a shop and have them finish it, even though I wouldnt be able to pick it up for another 6 months once I can afford to pay the shop. Does anyone have any suggestions?

The ECU is a #63 that I bought on Nico, the ignitor chip came from a running car, and the CAS came from a running car.

If anybody has any thoughts or suggestions, Im all ears at this point.

There is the section of harness that wiring specialties doesn't touch. Its the coil pack sub harness. make sure the ground wire in that harness has a clean ground top the fire wall. Also make sure you have a healthy power supply to the coils. Its the large blue/ride stripe wire on the engine harness side. I would hook it up to an old headlamp to see if its got enough amps as well. (I think on the coil harness the write is black/yellow striped).
