Bay Area cities are getting on board with this now, according to articles I've read. By the time the Leaf comes out I'll bet there will be a reasonable infrastructure in the major metro areas of California at least.
As for condos, I wouldn't expect that to work for the Leaf because the Leaf appears to need its own 240V line (these used to be 220V and 110V, but now they're all referred to as 240V and 120V - not sure why). It sounds like it's going to have a proprietary technology charging station at your residence, although reportedly it can charge off a regular 110V socket, but slowly. It would take 16 hours to charge fully from 0% to 100%, but if you don't have a 100 mi. R/T commute, overnight at 110V may be good enough for your needs.
