Frame Rust- Rear Passenger Side

When replacing my shocks today I noticed a substantial hole in the frame right behind the upper spring seat on the rear passenger side of the car. It's extremely rusted around the upper spring seat. If I could figure out how I would post a picture. It's an 02 Qx4 and it was just inspected last week, the mechanic said nothing about it. Not sure if it's a safety thing or if it's alright to leave it.
