Frame Rails and Floor board holes???????????

Ok, this may be a dumb question but I am sure I'm not the only one who has seen these and don't know what they are for.

There are holes in my floor board and in my frame rails. I would imagine they are to let water run out of them but if that is the case, why wouldnt they just be plugged where the water can get in?

In my floor board, there are little circles covering them up. I heard that they expand and let water out while stopping water from coming up but I dont know if that is correct. Is it ok for me to just weld the holes up? Atleast the ones in the car? Or are these important to some aspect that I am not understanding.

I tried to search but I only came up with rust discussions.

weld them up. just don't flood the inside of your car.

lol. yea, I just wanted to make sure it wouldn't have any other issues before I start prepping everything and painting.
