Interesting read....
I like the idea of the seat belt chime - every car should have this. I don't care what anyone says about seat belts; they save lives (my seat belt saved my life when i was 17...).
I also think this is somewhat invasive. By placing more restrictions on kids, you are going to make them want to break out of them even more before. A healthy communicative relationship with your children will work wonders more than trying to these blocks (like this, cell phone tracking, GPS spying, etc). Kids deserve a bit of freedom, and as long as trust exists, the majority of them will not overstep their means.
My parents never inflicted a curfew, never told me what to do and how to do it, etc, because we had a level of trust between us. My parents were involved in my life, but weren't overbearing and controlling. There is a point at which you have to let go a little bit, and I think imposing driving controls shows that you don't trust your kids. If you are really worried about their driving habits, drive with them for a while, have them take a class. Having your car yell at you because your parents told it to is 10x worse than having your parents actually yell at you. It takes the human out of the communication.
