If you do not bleed the coolant system properly after refiilling it air bubbles will stay in the system. If an air bubble gets stuck next to the temp sensor it will get hotter than the coolant and provide false readings.

What engine and what chassis?

The S14 gauge cluster will not properly read the S13 sensor. Get the S14 sensor off your old engine or get another one and put it in.
