How do I change the fog light bulb in my '00' I30?

Done it a few times. It is really not that hard.

There is a plastic panel, right behind the lights. I think it is actually an all one piece fender insert.

Take it out, or loosten it enough to reach your hand up in there.

I recall I removed all the screws, and pulled it down enough, to shine a light on the back of the fog lights.

Then you can remove the water tight nut.

The bulb actually has a lever that you push in, and move to the side. This releases the lightbulb.

be careful not to touch the bulb's glass, because oils will severely shorten the life onf the new bulb.

I hope these are complete enough. It has been a few months.
