fog light wiring to controll switches

I just recently bought and installed fog lights for my car but was having trouble getting the wiring through the engine bay into the car to connect to the fog light switch. I did cut a small whole in the foam stuff below the below the steering wheel and above the pedals but still can't push the wires through.
Anyone have thoughts/suggestions on how to get the wires through to the inside of the car?
