Fog Light issues

When I bought my 96 240 it had the stock fog lights in the trunk because one was cracked open. It's an SE and came with the foglight switch on the turn signal arm and has the wiring at the bumper. I tried to connect the one in good condition and it didnt want to work. The bulb seems fine to me, not broken or rattling, and the 15A fuse under the hood is fine, too. Any ideas?
