Odd issue. My speedo needle is a tad erratic. Only happens above 75. It will just kind of wobble a bit even when I hold the throttle steady.

I figured this out when I had a really cool guy in a GT-R with brand new plates play on the highway on the way home from work today. North Dallas pwns.

Mine does it at 55 mph but only for a small interval. I think it has to do with the MPH sensor being used instead of KPH sensor.

my pulsar is strictly cable... no speed sensor. but i know when its fluttering its usually because the cable is worn after so many years of spinning very fast... and being made of only plastic.

Maybe is the sensor fed signal by a cable or is it mount directly on? It could be the sensor itself or maybe the pickup medium it uses to determine speed?

My old mazda b series truck did this at any speed under about 35. I eventually took apart everything piece by piece that could cause the problem and traced it to a faulty gauge in the cluster which was easily replaced by a trip to the yard. That was on a totally manual reader and readout though, it was totally cable driven.
