Eh, the list doesn't take into account where they were when they started. Example (largely ficticious): Phoenix was the modern day metropolis. Everything was awesome with 0% unemployment. It has dropped somewhat in the past 5 years to 5% unemployment, 7% jobless rate.
That still makes it better than Detroit (also fictitious numbers): Started with 30% unemployment and 42% jobless rate. Over the past 5 years, it has only declined 1% in each sector, leaving it at 31% unemployment and 43% jobless rate.
Based on the comparison criteria I saw, Detroit would not have made that list, and Phoenix would have.
