Flashing Dash when less than 13V 2006 quest

I have a 2006 Quest SE. I have put a new battery, alternator, and dimmer switch on. Its seams better after i put the new dimmer switch in though. When i get below 13V the whole cluster starts to flash. It seams to happen more when you have the car not started. But it has happened when the motor has been running. I am starting to run out of ideals

Joe - Are you talking about the digital gauge cluster panel?

It's the instrument cluster. But now when I thump the dash around the instrument cluster. Everything comes back to normal for a while.

Also I did pull the dash and made sure all the cables were properly inserted
