Flasher/Turn signal issue on dash that wont shut off or blink

I have a 94 Infinti J30 and the flasher/turn signals in the dash are stuck on, not blinking, just on. When I turn the car off they go off. Then when I turn the car over and hit the signal they both come on and stay on but do not blink. Sometimes they just come on when I turn the car over. I can figure out why they won't work. I can here a clicking sound as they turn on as well. Any help would be much appreciated.

Turn Signal bulbs burnt out ??There's a relay for them as well.
