Fixing peeling clear coat on paint?

Well, it looks like there's clear coat peeling off my back bumper all over the top of it, it looks like crap. Does anyone know if this can be repaired without repainting? The paint is still there and all, but the clear stuff on top of it is peeling off... :help

clear coat is paint. it's just clear.

If there is any clear coat left you can buff it out with compound. Or safer bet is to do it by hand. If in no clear left, I've been told you just repaint to whole bumper.
