Fixing Clear Coat

Hey guys, have any of you had any trouble with your clear coat, whether on the body or spoiler, where it starts to bubble up and gets scratched off? MIne is starting to do this and was wondering if anyone has had this problem, and if so, have you tried fixing it yourself? Does anyone have any idea how I could fix this myself? I have 1500 and 2000 grit auto-sandpaper and Plasti-kote Ultra Enamel clear coating. I was thinking about just trying to wet sand the old clear coat off and then respraying a new clear coat on. Would it work? Thanks in advance!
