Are exhaust flanges universal?

Like if I were to have a 3 inch downpipe and testpipe, but then a 65 mm exhaust, are the holes in the same place, or would I have to get the 70 mm?

(hks=65, n1=3 inch)

If the part says it is made for the S14 then it should fit no matter what, even if the pipes are different sizes.

so you're saying the bolt locations should be the same regardless of piping diameter right? that would make sense to me... since people use all the diff size catbacks with stock cats.
