Wire brush on a dremel tool should do just fine. Nothing too coarse or hard. Just take the rust off and spray on some WD-40 on the surface and pat dry.

yep what he said.. I used a craftsman carbon wire brush cup on a power drill cleaned off all my corroted/oxidized tension rod/shock bolts. I would possibly also spray a thin..layer of rustoleum on the bottom base.I would do it if you were local enough.
