Fiberglass/Turn Signal Issues

Anybody in here fixed a crack on their after market bumper? I cracked mine and I just want some info on what resin to use and where to get it.

As for the Signals, my signal blinks really fast when I use the turn signals *like the bulbs are burnt* but when I use the emergencies, they blink normal. Im completely stump on why it does that. All bulbs are fine, dont think its the wattage cuz then the emergecy flashers should blink just as fast but isnt. Checked the fuse inside, gonna check the fuse box under the hood. Any idea what it could be?
