Do you have to remove the bumper first?

The guide I saw didn't mention removing it. Also, it shows the bumper removed in one pictures but in another it shows the fender gone with the bumper still attached. So, I'm a bit confused.

Yes, the bumper has some studs going through the front of the fender, remove the side markers you will see the 10mm bolts. You may not have to remove the bumper completely, but it definitely helps.

No need to remove it, but it is helpful. Can definitely finagle the fender off with just the 10mm nuts removed. Don't forget the one screw at the very bottom near the door.
