Feds possibly requiring car to car communications

So apparently the feds are considering if they need to require car manufacturers to build cars that can communicate position and speed to one another. The theory is that if a car ahead of you is stopped or brakes suddenly, your car could brake for you if you weren't paying enough attention to notice. While that's all fine and dandy, since the cars are going to be accepting signals from others, what's to stop someone from sitting on the side of the road and broadcasting a pileup and stopping every car in the area? What do you guys think?

I have a brilliant idea. Why dont we just kick the non-drivers off the road and stop enabling them to cause accidents.
