Faulty wastegate?

Ok, this should be a simple problem to correct (or so I thought). Re-installed a new FMIC + piping last night, then today ran the engine in the garage for a bit (car is on jackstands). So I rev it a bit to make sure I have no boost leaks, to as far as my knowledge, everything is secured and tightened.

So here's the problem, I'm building nearly no boost. My vacuum is about right where it needs to be, however when I build rpm's my boost gauge reads about 0, and the BOV won't release pressure.

I searched for the problem and I think I've narrowed it down to the wastegate. I don't see any damage with it, and the arm is still attached and looks fine. Tomorrow during daylight I'm going to run it again and see if I can check out the little details.

So can anybody reaffirm this? Thanks guys.

pull the wastegate, pull the proper vac on it, and see if the wastegate opens at the vac specified.
