Fan Speed Problem (heat/ac)

I noticed this issue the other day. So on the is a fan speed selector (for the heat or ac) of 0-4. Nothing happens now when I select 1, 2, or 3, but when I select 4, it works like usual. Additionally, if I am on fan speed 1, 2, or 3 and I turn the AC on, I can hear the compressor start up under the hood, as well as the vent directors move if I change foot to head, etc. I didn't find any blown fuses at all, but I may not have checked everything relevant. Any help on what to do next would be appreciated.

Problem is most likely with Fan Control Amplifier (FCA). Refer to link below. Assuming you have Auto, HA-69 shows Symptoms Chart while HA-89 shows location of FCA. Diagnostics and wiring diagram in between.
