In cold weather the fan motor for the defroster/heater does not turn on until the car has been running for a while. I am talking only about the "motor" not coming on and not whether it is blowing cold or hot air.

I'm not sure I follow. So the fan motor doesn't come on until it's been running for a while? Does the fan motor respond when you manually turn the fan up or down?

The fan motor will start when the temperature gauge begins to rise in the heat mode
In hot weather in the AC mode it will start immediately and blow cold air
