Nope. Supposedly sometime next year, but no solid date yet.

I'm excited for New Vegas particularly because some of the original Fallout team are working on it. It also seems likely that it could involve plot and setting details from the cancelled "Van Buren" which had a much more interesting story than Fallout 3 and was more directly related to Fallout and F2, story-wise.

Note that Vegas has power (courtesy of the Hoover Dam). It'll be a thriving city, which will give the game a much different feel from Fallout 3. So far it looks like my hopes are being fulfilled: the New California Republic, a major entity that rose as the dominant power in the southwest in Fallout 2, controls much of New Vegas and will feature prominently in the game. Definitely looks like Obsidian is bringing the feel of the old games to the F3 engine.
