I've replaced my spark plugs, wires, rotor, cap, o2 sensor

All the car has on it is a cold air intake and cat back exhaust

I've inspected the spark plugs and o2 sensor and they have carbon build up.

Any idea on what it could be?

Set your distributor to 20BTDC. You may be off a tad. Also check all your vacuum lines. Run an ecu diagnostic to see if any smog devices failed.

Switching up the coolant temp. sensor helped me quite a bit. Mine was on the fritz.

I would have to dig up my papers to give you a numerical improvement. I had passed by less than 1% on one of the catagories. I then put another 20,000 km on it and the only thing I changed was the coolant temp sensor and it chopped some of my emissions by 70%. Its really only a $30 that should help you anyways.

If you really want me to dig up my papers do let me know.
