I'm surprised you're not failing at the usual NOx, which would be related to your EGR. So you're thinkin about the wrong stuff.
Ok, so you've got a too much fuel out the pipe situation. When was the last time you did1. a tune up (plugs, o2, ignition wires, distributor cap/rotor, checked over timing, replaced fuel filter, air filter, pcv should be on this list as well and since it's very easy to replace on the sohc...)2. replaced your coolant temp sensor?3. had your injectors checked for leaks?4. had your catalytic converter inspected for the honeycombed material inside it to still be in there?
Basically you're looking for an explanation for why you've got too much fuel getting dumped into the cylinders and causing you to fail on the CO and the HC which points back to the stuff above. Give it a shot and report back.
