my fuel pump wont turn on. If I ground pin 18 (fuel pump relay) the car will run fine. Any ideas if this is a problem caused by the factory alarm?

I very much doubt the OEM alarm is connected to the fuel pump in any way. I think you must have a after-market alarm or kill switch problem.
