This has been the case for some time now since chipped keys (immobilizer systems) became the norm. There might be some third-party companies that handle this stuff, but I doubt you'd save much over going to the dealer. Unfortunately it's a rather expensive task, but such is life.
Infiniti dealerships want to charge something like $50 just to reprogram a keyless entry remote (pre I-key) even though you can do it at home in about 5 minutes. The instructions are available online - but like Andrews said, getting the key cut is another story.
