External wastegate problem

So I recently upgraded my turbo and replaced the diaphragm in my type-s wastegate (greddy), and now I go and bolt everything back up and for some reason I have crazy a$$ compressor surge because the bov is not opening. It boosts fine, holds boost and idles (kinda high but it always did). So I figure damn my bov has seized oh well, I'll just put my brothers type rs on until I get a replacement...give the car a rev and compressor surge the bov does not open again . So I figure maybe I messed up when I ran the hoses to the wastegate. I had boost going to the side nipple of the wastegate and vac to the head of the wastegate by the screw. So I reversed them and the bov still wont open. The nut on the bov is loose and the nut on the wastgate is pretty tight. Could the nut on the wastegate be too tight??? Should I take the vac line off the wastegate? It had both the lines running to it prior to being rebuilt and I never had this problem. Sorry for the long post but im kinda stumped.

All and any suggestions are welcomed. Forgot to mention the bov is getting vacuum and there is no boost controller. Thanks.

i might be confused here. i'm not completely sure when you're talking about your bov or your external wastegate. either way, the wastegate shouldn't have any effect on compressor surge as far as i know. where is your bov getting it's vac source from?

the bov is what is not opening, and sorry if I made it confusing but i will try to clearify. The wastegate (also called a type-s) is not the problem, but I never had this problem until removing it and replacinge the diaphragm, The bov is on the hot side and I have a line from the hot pipe (where the bov is) to the wastegate as a boost source. The vacuum is running from the front of the intake manifold right behind the throttle body and that is t-ed off to the top (or head) of the wastegate. I am pretty sure that is how it was setup prior to being taken off and this never happend. I will take pics in a second to help clearify.
