OK, I know there's a lot of threads on this but I want to get some input. I'm looking at getting probably an A'PEXi N1 catback, single tip (they seem to be pretty well-praised). I want a full 3" system, all the way back. I'm looking at either a 3" test pipe or high-flow cat, and then I'm gonna try to get this exhaust shop to fabricate me a 3" downpipe from the turbo to the cat. How do you guys have your cat/DP set up? I'm having trouble finding a good 3" cat without it being prohibitively expensive, so I'm considering a 3" test pipe and just deleting the cat. Inspections are extremely lenient around here (the guy checks my wipers/lights/all that crap, checks my brakes, and lets me go), we don't have smog tests, but if I pull into the inspection station with just a test pipe and no cat, is the guy going to be able to notice, just by looking at (and smelling) the car, that I have no cat? Any other complications that this might cause?

BTW, this is an RB20/S13 combo, and I live in VA.

I can attest to the MR exhaust. I spent less than 300 on it and it's great. I can't imagine how any $600 exhaust could be better (sound or performance). About the cat, if he knows what he's doing, he might be able to smell the difference, but probably not. He would be able to tell by looking, but you can get test pipes on ebay occasionally that look like a cat, they even have little wires and a fake o2 sensor popping out. If you didn't want to spring for a high flow cat, that should cover you.
