1994 d21six cylinder 5 speed code 14 still on , new vss . Help

Code 14 is for the whole circuit.
Get a multimeter and check to see if the wiring integrity is still good.
(Check for continuity/breaks in the loom)
May be a bad connector.
Trace it back to the ECU.
