It looks like starting in 2019 the Nissan Rogue switched over to EPB. I've watched a few videos on replacing rear rotors and brake pads by either retracting the PB manually (remove EPB motor then use a torx bit) or with a 12V source (remove connector and apply directly to motor). Without using the proper EPB tool, are either of these methods OK to use? Looking for suggestions.

The proper tool is actually a scanner with EPB work support. Taking the actuator apart isn't a great idea, but using the motor to self-retract should be fine. There are no sensors in there, just motor+ and motor- for each side. Be sure not to turn the ignition on while they're disconnected or you'll get open-circuit codes in the EPB Controller.
