Do you hear the Fuel Pump ??

also try to crank it over while your buddy sprays Brake Cleaner in the Throttle body, it should start if everything else is funktioning properly.

Check ALL your Fuses !!! especially the ignition fuse and fuel pump. and if their all good check the Fuel pump Relay.

when you turn the key over before you start it, you can hear the fuel pump turn on, its not very loud and its only turns on for a few seconds, its located in the rear. did it only start doing this after you put on a new cap and rotor? if so, you probably didnt put the rotor back in the exact position and you screwed up your timing

unsure in other 240's but in the verts the pump is in the trunk. You should be able to hear a light noise from the backseat if all is quiet. At worse pull up the carpeting in the trunk turn your key on and listen.

You mention putting new ignition components in the system but you do not tell us the obvious. Have you varified that you in fact are getting a good spark at the plugs. something as simple as a bad ground will prevent you from starting we had painted a block and although the ground was connected it could not conplete the circuit for the coil. you also need to varify the compression.and check timing marks.buy an off the shelf starting fluid they contain upper end lubricates that create less havoc on the engine than brake clean. if this is only a fuel issue the engine should run momentarily with the fuild. if it doesn't i'd look elsewhere.basically you need only four components spark, fuel, compression, and air to get this engine to start. We have started some really beat engines you have alot of room to play with.dailing it in is another matter.find out what you don't have and you will be close.

a little history might help what year and what been done to it in the past.

get a multi meter and go to town verifying everything is working properly. I spent 2 months not driving my car after a motor swap because it wouldn't turn over I was so pissed I decided to stop being stubborn since my ignition worked before the swap so I swapped the ignition anyways and it started right up.
