Can a 95 ka24de engine go in my 92 without having to worry about adding another 02 sensor? Didn't the 96 motors start using 2 since there obd 2 and mine is obd 1?

should work fine. 96 was mandated for the obd2 switch, however, many 95s have some of the obd2 criteria.

By criteria you mean emissions? Have heard of swaps to newer year ka's cause problems when it comes to smog stuff. A check engine light that never goes away or something like that. Its got 135k and mine has 259k so it would be a lot more dependable. Also this other one with 140k, comes off of a auto so is there an ecu change needed or is it just drop in and go?

for these cars the only real differences are the ecu's and the second o2.
