Engine revs past redline and stays

I have a couple other posts about my troubles, but I think it's time to pin point this specific problem. It scares the hell out of me....

I had to replace my engine due to a flood which caused the nastiest case of water-lock my mechanic has ever seen....

I replaced the engine myself. I am not a mechanic, so I took a lot of pictures of the old engine in place and tried to hook up the new engine in the same manner. I am 99.5% sure I did everything correctly.

When I start the engine, it is hesitant and seems to chug-a-lug as it builds up energy (this only takes 3-4 seconds the first time and doesn't happen at all if I start it again right away), but then almost immediately the RPMs jump all the way up past the redline and will not come back down. I shut it off almost immediately for fear of blowing up a new motor (I have NO money left!).

I tried several times and get the exact same results. With 1 IC pipe disconnected, it revs to redline right away, but then drops down to 2500 RPMs and stays there. Giving it fuel does rev it higher, but not much since the IC pipe is disconnected and the air is unregulated (not to mention the massive amount of black smoke).

So with everything hooked up right, it revs past redline and wont drop.

One thing I noticed is that on the old engine, there is a small pipe on the driver side (American) of the engine on the valve cover that has 2 hoses coming off of it. One of them goes to nothing, but has a filter on it. I was told this has something to do with oil... Well, on the new engine, instead of a filter, there is a small hose attached that goes down to the turbo charger. When I disconnect the IC pipe from the turbo, I can see some oil in there. Is that ok? Would that cause my revving issue?

I checked the ECU and get code 55 (all clear).

I checked the throttle cable and it is not jammed in any way. What else would cause this behavior? What can I do to test the system to find the source of the problem?

why dont you try completely removing the throttle cable and see if it idles normally..it could be that the throttle cable is keeping the throttle body partailly open due to it not being properly adjusted

Yep, that was actually it. The throttle cable mounts in a slightly different spot on this engine, so I bent it a bit with a good ol pound-o-meter. Problem solved!
