Engine overheating in traffic

I have a 2000 Maxima that overheats when stuck in stop-and-go traffic. Wondering if it is a thermostat problem or a cooling fan problem. Any suggestions?

If it only happens when you are driving slow or stopped, then it sounds like fans. (Either temp sensor or relay.) Now if it's happening while you're driving then it's a flow issue. (Either thermostat, water pump, hoses, or radiator.)
