Engine idles low when cold and idles when hot PLEASE HELP

My engine blew in my 95 240, ever since I put the new motor in it seems to idle low basically normal when cold but when it gets to operating temp it idles high around 2000. when it idles up i can tap the gas and it drops but goes right back up. I've checked the vacume lines replaced a couple of them, but thqt didn't help. If any body could give me any ideas that would greatly apreciated.
