Anytime i get above 4 grand my lights dim out and my engine produces a high pitched sqeak. I've heard that its a belt, is it really that minor?

Sounds likely to me. Check your alternator belt tension. It's not real easy to get to, but just push on the belt. It shouldn't deflect downwards more than 1/2" or so. If so you need to tighten that puppy up before it slips off. Be carefull not to overtighten, because you're prematurely wear the bearings. There's two bolts to deal with: one that tightens to hold the tension, then another bolt to adjust the tension. Both are 12 or 14mm, don't remember.
