emissions scan-test on tuned cars

Wondering how far I can 'legally' tune my s14 according to IL emissions rules. I'd like to eventually turbo my car and still pass the emissions scan if possible so I can keep it as a daily driver. When the diagnostic-port scan is done, does the system just check for active codes or problems?

Does anyone know what information is actually read through the computer?
