The top one is the AIV (Or EAI if you're reading the Japanese manual) system. It lets air bypass the cylinders at idle to help light the cat off. Most LHD swaps have to omit it because the piping interferes with steering. From the looks of your hard lines, I'd say you have a silvia or a 180. You can remove the unit, just make sure you plug up the hole on the intake side that feeds it and either make something to plug the hole on the O2 sensor housing, or I believe Nissan had a bolt for a Z32 that fits it perfectly (I posted a part number for it up in the parts guide a looooong time ago)
I can't see the hose you're talking about, but if it's connecting to the rubber tube going from the MAF to the compressor inlet, it's from the stock bypass valve (blow off valve)
