For what it's worth, I can relate. I, too, thought that if the CE (check engine) light wasn't on I'd have no problems with emissions. WRONG !! You'll find several tests in the factory manual that states "non self diagnostic item". (ie. no code, no ce light) My best advice, and i'm no pro, is to test items that control the areas you failed. (co, nitrogen levels, etc.) but don't ignore the basics. (ie. timing,plugs,air filter, etc.)In my situation I had a triggered ce light that was traced to the egr. Corrected it, took the emission tests and failed the co and hydrocarbons. (miserably !!) However, passed the nitrogen levels (egr area) with less than half the allowed level. Anyway,checked the aac,aiv,a reg,etc., put a stronger vacumn line on the fuel pressure regulator, (it was a few lbs to high) put new plugs in, (even though the old plugs didn't look that old, although they were of the four electrode spark gap type.I've heard some negative remarks about certain plugs, don't know if they include these or not.) retarded the timing, etc. and passed both co and hydrocarbons, once again with about half the allowed levels. I don't know if this will cure your problems but, at least, you know you're not alone. Good luck.
